I can understand the struggle in this situation, but I’ve got some suggestions for you to try. It is possible that she may have low porosity hair as I do. In which case I recommend trying the LCO method meaning (Leave-In Conditioner[I recommend something like a spray, light and airy] \ Cream \ Oil). When you apply products in this way, the ability of the hair strands to actually be able to hold the moisture increases. It is also helpful to ensure that the hair and or the environment is warm when you do this to give the hair follicles a chance to open up slightly.
